FLIS/TIR Search

Search results for a FLIS/TIR search are displayed first in a Brief List page that lists all the possible matches for your search criteria (for example, a Part Number or NIIN). Then, when you select a specific Part Number or NIIN, Haystack displays a Detail Summary page of all the relevant information for the item.

The Brief List results vary, depending on the criteria entered on the main FLIS/TIR screen. You can also refine your search using the Technical Characteristics Freeform Search criteria, which allows you to drill-down through the technical characteristics of an item associated with a NIIN.

Search Examples

Following are two examples of a FLIS search. The first example searches by Part Number and shows how you can refine the search from the search page by using Modify Search.

The second example searches by NIIN and illustrates how Haystack automatically filters the results to focus on the NIIN you entered in the search criteria and carries the NIIN through successive search results.

To do a FLIS search with a part number

  1. Go to the Database menu, and then select FLIS/TIR.
  2. In the Part Number field, enter 87*87, and then click Search.

    Note: The Asterisk (*) in this example is a wildcard.




    The search retrieves over 300 records with columns for FSC, NIIN, ISC, Item Name, Part No., CC, VC, CAGE, Company, and Latest ML-C Price.



  3. Click the Modify Search button to reopen the main search screen and enter pipe in the Item Name field.



    Note: The following additional search fields are displayed on the Modified Search page in place of the IHS Haystack News banner and links: Weapon System, PID Keyword, PID Specification, Source of Supply (SOS), Navy COG, Navy SMIC, Army AMCC, and Air Force MMAC.

  4. Click Search.

    Your results list displays the FSC codes, a link to the NIINs associated with the six results, the ISC codes with links to definitions, links to Procurement History Procurement Icon, Technical Characteristics data Technical Characteristics Icon, CTDF/PID data Capabilities/Inventory Icon for the NIINs, ISO Group , the Item Names, the Part Numbers (based on our wildcard search), the RNCC, the RNVC, links to the CAGE for each NIIN/Part, the Company/Vendor name, and the latest ML-C Price.

  5. Click a NIIN link to view a Details/Summary page. The information displayed includes FLIS Segment A item identification data.

    Note: A link to the QPD is available from the FLIS Details/Summary page for QPD. This link takes you to the QPD Database search page when matching a QML/QPL is available. (See Other Databases and then the QPD topic under Database Menu in the help Table of Contents.)  

    A link to the Government Awards (Govt Awards) database is also available from the FLIS Details/Summary page. (See Pricing and Procurement and then the Government Awards topic under Database Menu in the help Table of Contents.)



Hover your mouse over the code acronyms in the segments to display definitions in Tool Tips.



Click the acronym to open an extended Definition and List of Valid Codes and Brief Descriptions of each. (Mouse over the image below to enlarge it.)



Hover your mouse over the values for definitions and explanations.Note that In particular, for RNCC and RNVC, the Tool Tip tells you what the combined meaning of the RNCC and RNVC means.

Note: The Detail Summary page now contains two new entries in Segment A: the Harmonized Tariff Schedule (Import Cort)/Schedule B (Export Code) and The Environmental Attribute Code (ENAC).

Schedule B
The combination of the Harmonized Tariff Schedule (HTS) and Schedule B forms the Harmonized Trade Code (HTC) which allows individuals and organizations who export their products to correctly and accurately determine tariffs levied against their goods in markets they are exporting to. As an importer or exporter, companies are responsible for the correct declaration of goods; non-compliance can result in delays releasing the goods, suspension of privileges and potential monetary penalties.

The HTC/Schedule B code correlates with an NSN and is displayed in the FLIS Header Segment A results.

The HTC/Schedule B detailed hover-over information provides at-a-glance information helpful to purchasing departments when importing or exporting their products.



ENAC
The two digit Environmental Attribute Code (ENAC) indicates that the item possesses a unique environmental attribute, characteristic or group of environmental characteristics that have been approved through the DLA sponsored Joint Group on Environmental Attributes. The code indicates that the product has been determined to meet strict, definable environmental standards that make it suitable as an environmentally preferred alternative.

The ENAC correlates with an NSN and is displayed in the FLIS Header Segment A results.






MCRL
The MCRL section includes part numbers associated with the NSN-NIIN, alternative parts and vendors. The ML-C section provides additional government purchasing data on the item.

Tailor Report
Another feature on the Details Summary page is the Tailor Report button. located in the upper right of the screen.

To do a FLIS search with a NIIN and view an associated QPL/QML from the QPD database

  1. Go to the Database menu, and then select FLIS/TIR.
  2. In the NSN/NIIN field, enter 015646748, and then click Search.

    The Details Summary page displays the 13-digit NSN 5935-01-564-6748 that includes the 01-564-6748 NIIN with the related part numbers. The note under the Detail Summary header advises that “This NIIN was also found in the following databases.”



     
  3. Click the QPD link.
  4. The QPD Display identifies the QPL-38999 and carries through the NIIN you entered as your original search criteria. Results are filtered showing only the products only associated with that NIIN rather than all 700,000 results possible.

    Note: When available, you can review supplemental information for a QPD provided by DSCC via a link in the QPD header text.



    When you click one of the CAGE Codes displayed, the link takes you to the CAGE Code table at the bottom of the page and highlights the selected CAGE Code in red. Click CAGE Code 71468 in the CAGE Code table to see an example of the ESP.



    You can remove the NIIN refinement by clicking the Clear All Refinements button, and you can do further refinements using the refinement fields for Government Designation, NIIN, Manufacturer’s Designation, Manufacturer’s Name, and CAGE Code above each column in the results table and clicking the Refine Products Within This QPL button.

    Note: If you refine your results with a Manufacturer’s Name, enter entire words rather than wild cards. Otherwise, you may receive a message that the system has timed out. You also have the option to find the associated CAGE Code and Company Name in the CAGE Code results table at the bottom of the page. You can copy and paste—or manually enter—the CAGE Code into the CAGE Code refinement field to quickly filter for results that give you the Manufacturer’s Name.

    Tip: The Export Product List Data button exports your product list to a delimited text file or an Excel spreadsheet with an organized and readable layout and headers. For users with Excel 2007, you may see an alert pop-up when opening the file. Click Yes and continue.
